Petroleum Products Trading Regulation in Dubai

The Dubai Supreme Council of Energy (DSCE) is the competent authority responsible for regulating petroleum products trading activities in the Emirate of Dubai. Through the development and implementation of regulatory frameworks, policies, and compliance mechanisms, DSCE oversees the sector to ensure the safe, efficient, transparent, and sustainable trading of petroleum products. Executive Council Resolution No. (85) of 2025 Regulating Petroleum Products Trading in Dubai

Executive Council Resolution No. (85) of 2025 establishes the regulatory framework governing petroleum products trading activities within the Emirate of Dubai. The Resolution aims to regulate the sector through a unified licensing and compliance system, ensuring that all market participants operate in accordance with approved technical, safety, security, environmental, and operational requirements.

The Resolution designates the Dubai Supreme Council of Energy as the competent authority responsible for regulating petroleum products trading activities, issuing permits and approvals, monitoring compliance, conducting inspections, and taking the necessary regulatory measures to maintain a safe, transparent, and sustainable market environment.

The Resolution applies to entities engaged in petroleum products trading and related activities within the Emirate of Dubai and supports Dubai’s vision of fostering a competitive, reliable, and internationally recognised energy sector.
